Important Information Regarding Approved Emissions
Modification (TDI) Recall Campaigns & the California Air
Resources Board / Department of Motor Vehicle (DMV) Vehicle
Registration Requirement
We would like to inform you of an important change in connection with previously communicated
DMV requirements and Approved Emissions Modification (AEM) campaigns.
Customers with questions related to a DMV renewal being delayed or denied based on the
conditional completion of any Campaign Code listed below can be directed to contact the
California Air Resources Board (ARB) helpline at 1-800-242-4450. Customers have the right to
decline the Approved Emissions Modification (AEM) or Emissions Compliant Recall (ECR) at
their discretion.
Owners of 2.0L and 3.0L Volkswagen and Audi vehicles have the right to decline the AEM or
ECR at their discretion. In accordance with a Consent Decree between Volkswagen and the
State of California, the State of California shall not deny registration to any subject vehicle
defined with the recall campaigns identified above. Further, any consumer or customer who
elects to not complete an AEM recall campaign is not required to obtain a proof of correction
certificate (RC EMISCAVWAU), a typical requirement within California regulations. Please
ensure that all dealer personnel understand that the AEM or ECR is optional. (Note, however,
that if a customer’s selected remedy under the TDI Settlements is an AEM or ECR, receipt of
compensation is dependent upon customers receiving an AEM or ECR.)
