Introduction
Some 2010 – 2015 model year Prius, 2012 – 2015 Prius PHV, and 2012 – 2016 Prius V vehicles
equipped with a 2ZR-FXE engine may exhibit a MIL “ON” condition with Diagnostic Trouble Codes
(DTCs) P2111 (Throttle Actuator Control System) and P0A0F (Engine Failed to Start) present when
ambient temperatures are below 23◦F (–5◦C). The intake manifold assembly has been improved as
well as the Engine Control Module/ECM (SAE Term: Powertrain Control Module/PCM) logic has
been modified to reduce the possibility of this condition occurring. Follow the repair procedure in
this bulletin to address this condition.

APPLICABLE WARRANTY
• This repair is covered under the Toyota Powertrain Warranty. This warranty is in effect for 60
months or 60,000 miles, whichever occurs first, from the vehicle’s in-service date.
• Warranty application is limited to occurrence of the specified condition described in this
bulletin.
Prius/Prius PHV:
• For California specification Prius/Prius PHV vehicles sold, registered, and operated in Arizona
(’12 MY), California, Connecticut, New Mexico (’10 MY – ’11 MY), Maine, Maryland (’11 MY – ’15
MY), Massachusetts, New Jersey, New York, Oregon, Rhode Island, and Vermont, this repair is
covered under the California Emission Warranty. This warranty is in effect for 180 months or
150,000 miles, whichever occurs first, from the vehicle’s in-service date.
• For California specification Prius/Prius PHV vehicle sold, registered, and operated in
Pennsylvania and Washington, Delaware (’14 – ’15 MY), this repair is covered under the
California Emission Control Warranty which is in effect for 84 months or 70,000 miles,
whichever occurs first, from the vehicle’s in-service date.
Prius V:
• For California specification Prius V vehicles sold, registered, and operated in Arizona (’12 MY),
California, Connecticut, Delaware (’14 – ’16 MY), Maine, Maryland, Massachusetts, New Jersey,
New York (’16 MY), Oregon, Pennsylvania, Rhode Island, Vermont, and Washington, this repair
is covered under the California Emission Control Warranty which is in effect for 84 months or
70,000 miles, whichever occurs first, from the vehicle’s in-service date.

NOTE
• Only ONE of the Techstream units listed above is required.
• Software version 11.20.019 or later is required.
• Additional Techstream units may be ordered by calling Approved Dealer
Equipment (ADE) at 1-800-368-6787.
• The Diagnostic Tester is NOT recommended for flash reprogramming.
Please use Techstream or an approved J2534 interface to perform flash
reprogramming updates. Visit techinfo.toyota.com for more information
regarding J2534 reprogramming.
Repair Procedure
1. Use Techstream to check for DTCs and confirm the condition per the Introduction.
2. Remove and replace the intake manifold with the updated part. Refer to the Technical
Information System (TIS), applicable model and model year Repair Manual:
• 2010 Prius:

3. Check for the Authorized Modifications Label affixed to the vehicle in the location shown in
Figure 1 below. Confirm if the ECM (PCM) calibration has been updated. If the calibration ID
listed is NOT the latest ECM (PCM) calibration found in the table above— go to step 4.

• The GR8 Battery Diagnostic Station MUST be used in Power Supply Mode to maintain
battery voltage at 13.5 volts while flash reprogramming the vehicle.
• For details on how to use the GR8 Battery Diagnostic Station, refer to the GR8 Instruction
Manual located on the Technical Information System (TIS), Diagnostics – Tools &
Equipment – Battery Diagnostics.
4. Follow the procedures outlined in Service Bulletin T-SB-0012-13 “Techstream ECU Flash
Reprogramming Procedure” and flash the ECM (PCM) with the NEW calibration file update.

5. Install the Authorized Modifications Label.
Affix the Authorized Modification Label to the vehicle at the location shown in Figure 1. The
Authorized Modifications Label is available through the MDC, P/N 00451-00001-LBL.
6. Using a permanent marker, enter the following information on the label:
• ECM Part number (Refer to the Parts Information section for the NEW PART NUMBER)
• Calibration ID(s) (Refer to the Calibration Information section for the NEW CALIBRATION ID)
• Dealer Code
• Repair Date
• Change Authority (This bulletin number)
7. Test drive the vehicle to confirm proper vehicle operation.
