** SOLUTION **
Cause
Parameter IBS is incorrectly loaded in VDA. During replacement cluster programming,
the parameter was pushed into the ecu and caused the fault SPN 639 fmi 9 to become
active. Parameter IBS controls a specific message on the datalink that the Cummins
ECM is looking for.
Solution
Update parameter IBS to enable with Tech Tool.
