Introduction
Some 2022 – 2023 model year Tundra vehicles may exhibit one or more of the following
drivability-related conditions:

Hesitation from a complete or rolling stop (worse when vehicle is cold).

Surge condition occurring in 8th gear with 40 – 50 percent throttle.
The Transmission Control Module (TCM) logic has been modified to address these conditions.
Follow the Repair Procedure in this bulletin to address these conditions.

APPLICABLE WARRANTY
 This repair is covered under the Toyota Basic Warranty. This warranty is in effect for
36 months or 36,000 miles, whichever occurs first, from the vehicle’s in-service date.
 Warranty application is limited to occurrence of the specified condition described in
this bulletin.
 Vehicles equipped with a California Certified Emission Control System that are registered and
operated in California, Arizona (2012 model year only), Colorado (starting with 2022 model year),
Connecticut (starting with 2005 model year), Delaware (starting with 2014 model year),
Maine (starting with 2004 model year), Maryland (starting with 2011 model year),
Massachusetts (starting with 2004 model year), New Hampshire (2005 – 2009 model year only),
New Jersey (starting with 2005 model year), New Mexico (2010 – 2011 model year only),
New York (2004 – 2015 model year for ZEV models, starting in 2016 model year all models),
Oregon (starting with 2008 model year), Pennsylvania (starting with 2008 model year),
Rhode Island (starting with 2005 model year), Vermont (starting with 2004 model year), and
Washington (starting with 2009 model year) – California Emission Long-Term Defect Warranty
is in effect for 7 years or 70,000 miles from the vehicle’s in-service date, whichever occurs first.

1. Confirm the vehicle exhibits one or more of the following drivability-related conditions?

Hesitation from a complete or rolling stop (worse when vehicle is cold).

Surge condition occurring in 8th gear with 40 – 50 percent throttle.
Does the vehicle exhibit one or more of the conditions listed above?

YES — Continue to step 2.

NO — This bulletin does NOT apply. Continue diagnosis using the applicable
Repair Manual.
2. Use Techstream to confirm if the TCM calibration has been updated and check for the
Authorized Modifications Label affixed to the vehicle in the location shown below.
Is the calibration ID listed in Techstream and on the label the latest TCM calibration?

YES — This bulletin does NOT apply. Continue diagnosis using the applicable
Repair Manual.

NO — Continue to step 3.

3. Flash reprogram the TCM.
NOTE
 The battery diagnostic tool MUST be used in Power Supply Mode to maintain battery voltage at
13.5V while flash reprogramming the vehicle.
 For details on how to use the battery diagnostic tool, refer to the DCA-8000 Instruction Manual
located at TIS – Diagnostics – Tools & Equipment – Battery Diagnostics.
Follow the procedures outlined in T-SB-0134-16 (USA) or T-SB-0165-19 (Mexico)
Techstream ECU Flash Reprogramming Procedure and flash the TCM with the NEW
calibration file update.
4. Prepare and install the Authorized Modifications Label.
A. Using a permanent marker, enter the following information on the label:

TCM part number [Refer to the Parts Information section for the NEW
PART NUMBER]

Calibration ID(s) [Refer to the Calibration Information section for the NEW
CALIBRATION ID]

Dealer Code

Repair Date

Change Authority [This bulletin number]
B. Install the Authorized Modifications Label onto the vehicle at the location shown in
Figure 1. The Authorized Modifications Label is available through the MDC,
P/N 00451-00001-LBL (USA) or 00451-00002-MEX (Mexico).
5. Test-drive the vehicle to confirm the condition no longer exists.
