Page 1 of 6 TECHNICAL SERVICE BULLETIN Various Drivability Concerns And/Or Illuminated Malfunction Indicator Lamp (MIL) - Built On Or Before 24-Jul-2018 19-2091 22 March 2019 This bulletin supersedes 18-2321. Reason for update: Missing or Incorrect Applications Model: Ford 2015-2018 Transit Summary This article supersedes TSB 18-2321 to update the Service Labor Time Standards. Issue: Some 2015-2018 Transit vehicles built on or before 24-Jul-2018 may exhibit various drivability concerns including difficulty starting, misfires and/or an illuminated MIL with diagnostic trouble codes (DTCs) P00BD, P1247, P1548, P061B, P2195, P2198, P2196, P2197, P0171, P0172, P0174, P0175, P0131 and/or P162F stored in the powertrain control module (PCM). This may be due to undesired water entry into the engine compartment directly over powertrain components. To resolve this condition, install updated water management hardware and/or a revised air cleaner cover. Repair/Claim Coding Causal Part: 9601 Condition Code: 42 Service Procedure 1. Check the vehicle build date and repair history. Was the vehicle previously repaired under FSA 15B39, TSB 15-0118, TSB 17-0014 or built on 30-Mar-2015 and through 24-Jul-2018? (1). Yes - proceed to Step 2. (2). No - proceed to Step 5. 2. Is the vehicle a 2015 equipped with a 3.5L EcoBoost engine? (1). Yes - this article does not apply. Refer to the Powertrain Control/Emissions Diagnosis (PC/ED) Manual. (2). No - proceed to Step 3. 3. Is the vehicle a 2015 equipped with a 3.7L engine? (1). Yes - fill the vacuum port below the outlet on the new air cleaner cover with Motorcraft® Silicone Gasket And Sealant or equivalent. Replace the engine air cleaner cover. Refer to Workshop Manual (WSM) Section 303-12. While the air filter cover is off, remove the existing top mount wire harness retainer and replace with the side mount wire harness retainer (Figure 2). Repair is complete. Figure 2 5. Using the appropriate Ford scan tool or equivalent, retrieve DTCs. Are DTCs P00BD, P1247, P1548, P061B, P2195, P2198, P2196, P2197, P0171, P0172, P0174, P0175, P0131 and/or P162F stored in the PCM or is there a customer drivability issue? http://www.fordservicecontent.com/Ford_Content/vdirsnet/TSB/EU/~WTSB19-2091/US/E... 4/1/2019 Page 4 of 6 (1). Yes - proceed to Step 6. (2). No - this procedure does not apply. Refer to the PC/ED Manual. 6. Remove the cowl panel grille. Refer to WSM, Section 501-02. 7. Clean the back of the cowl panel grille with a clean cloth. (Figure 3) Figure 3 8. Apply the leaf screen foam seal along the back of the cowl panel grille. (Figure 3) 9. Remove and discard the drain hose from the right side of the cowl panel grille. (Figure 4) Figure 4 10. Remove and discard the engine air cleaner cover. Refer to WSM Section 303-12. 11. Clean the body joint between the right inner fender and dash panel with a Motorcraft® Metal Surface Prep Wipe or equivalent. (Figure 5) Figure 5 12. Cut the mastic patch to 8 cm x 13 cm (3 in x 5 in) and apply the patch to the body joint. Remove and inspect the air cleaner element to determine if it is dry/damp or saturated with water or ice. (1). If the air cleaner element is dry/damp, clean any debris from the air cleaner tray and reinstall the air cleaner element. Normal engine operation will dry the element if damp. (2). If the air cleaner element is saturated with water or ice, install a new air cleaner element. 14. Is the vehicle a 2015 equipped with a 3.5L EcoBoost engine? (1). Yes - reinstall air cleaner cover. Refer to WSM Section 303-12. Proceed to Step 18. (2). No - remove the existing top mount wire harness retainer and replace with the side mount wire harness retainer. (Figure 2) 15. Secure the wire harness to the fastener. 16. Is the vehicle a 2015 equipped with a 3.7L engine? (1). Yes - fill the vacuum port below the outlet on the new air cleaner cover with Motorcraft® Silicone Gasket And Sealant or equivalent. (Figure 1) Proceed to Step 17. (2). No - proceed to Step 17. 17. Install a new engine air cleaner cover. Refer to WSM Section 303-12. 18. Is the vehicle a low roof model? (1). Yes - replace the right side windshield wiper arm grommet on the cowl panel grille. Proceed to Step 19. (Figure 6) (2). No - proceed to Step 19. Figure 6 19. Reinstall the cowl panel grille. Refer to WSM Section 501-02. 20. Install a new deflector on the right side of the vehicle. (Figure 7) (1). Install the outboard end of the deflector into the sheet metal tab behind the hood hinge. (2). Snap the deflector onto the cowl panel grille. Route the orange antenna wire in front of the deflector and route the washer hose under the inboard end of the deflector. Attach the washer hose clip to the front edge of the deflector.
