Page 1 of 2 SI B12 09 13 Engine Electrical Systems November 2013 Technical Service SUBJECT State Inspection and Emission (I/M) Test Fails Due To an Invalid VIN Number MODEL E46 E53 Produced to 12/2006 E83 E85 E86 Produced to 11/2007 SITUATION The customer of an affected vehicle may fail to pass an I/M test due to a non-compliant 17digit vehicle identification number (VIN) stored in the DME (Digital Motor Electronic). The VIN read out and displayed on the state test printout does not match the actual VIN of the vehicle. CAUSE If the DME was reprogrammed using the previously available BMW service equipment (e.g., Progman, GT1), it is possible that only the last 7 digits of the VIN were entered into the DME, and positions 4 through10 may only contain default characters. For example: The state I/M tester or OBD scan tool may read out WBAAA00000A123456 instead of the correct full 17-digit VIN, WBAZZ03492A123456. CORRECTION Reprogram the DME using only the most current version of ISTA/P. This will rewrite the correct 17-character VIN, which is read out directly from the vehicle itself, into the DME Using ISTA/D, the VIN correction can be verified by viewing the DME identification page. WARRANTY INFORMATION The repair described in this bulletin is covered under warranty, regardless of time or mileage. Reimbursement will be via normal claim entry utilizing the following information: Defect Code: 85 10 02 15 NA https://www.bmwtis.net/tiscode/cgi-bin/bulletin.aspx?sie_path=/tsb/bulletins/htm_store/15... 12/6/2013 Page 2 of 2 E46, E53, E83, E85 Labor Operation: Labor Allowance: Description: 12 14 715 Refer to KSD2 Programming DME (includes vehicle test and charging the battery) Refer to KSD2 Programming DME (includes vehicle test and charging the battery) or E86 Only 12 14 710 Refer to KSD2 for the corresponding flat rate unit (FRU) allowance.
