    Nhtsa received a petition on or about july 18, 2022, requesting that federal motor vehicle safety standard (fmvss) 141 be applied to all electric and hybrid vehicles operating in the united states. The petition can be reviewed at nhtsa.Gov under odi number 11486072.Fmvss 141 establishes performance requirements for pedestrian alert sounds for motor vehicles. The standard applies to hybrid and electric vehicles that have a gross vehicle weight rating of 4,536 kg or less or are defined as low-speed vehicles. The standard became fully applicable to all such vehicles manufactured on or after march 1, 2021.The petitioner asserts that hybrid and electric vehicles to which the standard does not apply should be found to contain a safety defect. In support of the petition, the petitioner includes findings contained in a bill introduced in the house of representatives in 2009, the pedestrian safety enhancement act of 2009, h.R. 734, 111th cong. (2009). A related bill, the pedestrian safety enhancement act of 2010, became law in january 2011 (pub. L. 111-373). Car was parked/stationary with the emergency brake on and engaged, car was locked and no-one was near or in the vehicle, the car rolled into a car parked directly in front of it. Further, while in the car and after engaging the car in reverse to park in a parking spot, then shifting into drive (to straighten or pull the car forward the car continued to aggressively roll backwards. This happened on at least 3 separate occasions. Further, the car was parked/stationary and doors locked with no-one in the car and the windows on the passenger side both front and rear (on 2 separate occasions) opened all the way, on their own. Further, the brakes on the car squeal loudly upon stepping on the brakes.
