The seats may have been manufactured with styrene blocks that may not provide sufficient impact absorption in certain specific areas around the steel seat frame of the back support. As such, these vehicles fail to comply with the requirements of federal motor vehicle safety standard (fmvss) number 222, "school bus passenger seating and crash protection."
  dtna will notify owners, and dealers will install additional impact material between the re-bond back and the vinyl back cover to increase the amount of absorption, free of charge.   Nhtsas office of defects investigation (odi) has identified field reports in daimler truck north americas (dtna) 2018-4th quarter early warning reporting (ewr) data describing cracked rear leaf-style suspension springs in thomas built school buses. Odi reached out to 3 municipal school bus fleets operating subject vehicles who described similar failures where a fractured piece of leaf spring separated from the vehicle while driving. Odi also contacted a major nationwide school bus transportation service provider who also identified numerous potential failures.A fractured piece of leaf spring that detaches from a moving school bus could potentially strike a pedestrian or a following vehicle.Odi is opening this investigation to evaluate the cause, consequence, scope and frequency of the alleged defect (item detachment) in the subject thomas built school buses.

A 2018 thomas built type c school bus was traveling at a speed of approximately 42 mph on a city/urban street with 5 passengers, plus the operator on board. A tree fell and struck the bus near, or on, the right front windshield/roof area. This impact caused the entire roof area to collapse with severe damage throughout the entire length of the bus.
